Invitalia gestisce fondi nazionali che vengono messi a disposizione delle imprese che ne fanno richiesta.

Nella maggior parte dei casi si tratta di bandi per la creazione di nuove imprese e per favorire la ripresa economica delle aree depresse.

ON – Oltre Nuove Imprese a Tasso Zero è il bando rivolto a giovani e donne che vogliono diventare imprenditori.

Le agevolazioni sono valide in tutta Italia e prevedono un mix di finanziamento a tasso zero e contributo a fondo perduto per progetti d’impresa con spese fino a 3 milioni di euro, che può coprire fino al 90% delle spese totali ammissibili.
Smart e Start Italia 2024

Smart e Start Italia è l’incentivo che sostiene la nascita e la crescita delle startup innovative. Finanzia progetti compresi tra 100.000 euro e 1,5 milioni di euro. La domanda si può presentare esclusivamente online sulla piattaforma di Invitalia.
Smart Money – Fase 2

Smart Money è l’incentivo per le startup innovative in fase pre-seed o seed che vogliono avvalersi dei servizi specialistici e del know-how degli attori dell’ecosistema dell’innovazione per realizzare un progetto di sviluppo e prepararsi al lancio sul mercato.

La Fase 2 (chiamata Capo III nell’Avviso pubblico del Mise) è riservata solo alle startup che hanno completato l’intervento precedente. Queste imprese possono infatti richiedere un secondo contributo a fondo perduto se ricevono capitali di rischio da parte di enti abilitati, oltre ad investitori qualificati o business angels, per finanziare i loro piani di sviluppo.

Resto al Sud

Resto al Sud è il bando che sostiene la nascita e lo sviluppo di nuove attività imprenditoriali e libero professionali in specifiche aree italiane: Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardegna, Sicilia, nelle aree del cratere sismico del Centro Italia (Lazio, Marche Umbria) e nelle isole minori marine, lagunari e lacustri del Centro-Nord.

È rivolto a chi ha un’età compresa tra 18 e 55 anni.
Nuovo Selfiemployment

Il Nuovo SELFIEmployment, già operativo dal 22 febbraio 2021, finanzia l’avvio di piccole imprese promosse da NEET, donne inattive e disoccupati di lunga durata su tutto il territorio nazionale con prestiti a tasso zero fino a 50.000 euro. L’incentivo è gestito da Invitalia nell’ambito del Programma Garanzia Giovani, sotto la supervisione dell’Agenzia Nazionale Politiche Attive del Lavoro (ANPAL).

Fondo Impresa Femminile

Il Fondo Impresa Femminile è l’incentivo nazionale che sostiene la nascita e il consolidamento delle imprese guidate da donne, promosso dal Ministero dello sviluppo economico.

Sono finanziati programmi di investimento nei settori dell’industria, artigianato, trasformazione dei prodotti agricoli, servizi, commercio e turismo. Il Fondo mette a disposizione delle imprese femminili, nuove o già avviate, 200 milioni di euro.

Cultura Crea 2.0

Cultura Crea 2.0 è la versione aggiornata e migliorata di “Cultura Crea”. L’incentivo sostiene la nascita di nuove imprese e iniziative no-profit nel settore turistico-culturale. I finanziamenti sono attivi nelle regioni Basilicata, Calabria, Campania, Puglia e Sicilia. La domanda può essere presentata esclusivamente online a partire già dal 26 aprile 2021.

The hi-tech container that transforms organic waste into clean energy



An investment idea of the future that could attract foreign capital is undoubtedly the conversion of waste into clean energy.

Four of them started and today they have become seventy, they have created an innovative company in the "green" sector, choosing to remain in Rieti, their city of origin.

This is RESET, a startup founded in 2015 by Emanuele Melchiorri, Stefano Manelfi, Luciano Di Felice and Valerio Manelfi. Four former colleagues with transversal skills (engineering, administration and finance, communication), who have bet on biomass, that is, on the production of energy and heat from organic and agroforestry waste, through a carbon-negative process.

“What normally represents a cost, even in environmental terms – says Valerio Manelfi, 40 years old, marketing manager – can become a resource for generating energy and heat from renewable sources, valorising locally available resources, which would otherwise be destined for disposal”.

But how? RESET has developed and patented an ad hoc technology, it is called SyngaSmart and is based on the gasification of biomass: in simple words it is a sort of hi-tech container, compact and installable in companies, for example agricultural companies, sawmills and in general those consumes energy and produces organic by-products, leading to the now imminent energy communities. Inside this "box" there is everything needed to create renewable energy using the waste that is often produced in neighboring areas: prunings, agroforestry residues, shells, pomace, organic waste, to name just a few.

“Our technology – specifies Manelfi – does not burn biomass, but transforms it into gas with a gasification reactor that reaches a temperature of 900-1000 degrees. At the same time, it is a system capable of sequestering carbon in the by-product of the process, Biochar”. The result is that customers can independently produce bioenergy and heat from renewable sources, reducing or eliminating the withdrawal from the grid or the use of fossil fuels. Furthermore, by reusing your waste you reduce the costs and environmental impact caused by transport and disposal in landfill.

The systems are built in the 7,000 m2 factory in the industrial area of Rieti, where R&D, engineering and design, software development and automation, carpentry, electronics, motor department and assembly activities are concentrated. “It was not an easy choice – confesses Valerio – to remain in our city, an area of industrial crisis where it is very difficult to find specific skills and fundamental workers to form a group of qualified personnel”.

In the space of a few years the entrepreneurial gamble was successful, making a further leap in quality thanks to the incentives of Invitalia, which through Smart&Start Italia supported the project with a subsidized loan of 650,000 euros. “It helped us – says Manelfi – to support the development of the technology over time, so that it can be applied to an increasingly wide range of waste biomass, the management of which today represents a cost for the community and the environment. We want to offer a more sustainable and profitable alternative."

And now for RESET there is the great opportunity of the PNRR, the national post-Covid recovery plan which focuses heavily on the circular economy and green technologies. “In this historical moment – concludes Manelfi – it will be essential to intercept further capital to expand and implement new investments”.

WHICH ARE THE TAXES ON THE COMPANIES?

The taxes on the companies in Italy are several and quite high even though there are facilitations for some activities. The ordinary tax is the IRES equal to the 27,5% on the income, followed by the IRAP that can change from region to region (usually the 3,9%) that is calculated on a greater taxable base(including the cost of staff, administrators,losing interests). There are benefits for the re-invested profits.

WHAT IS THE NORMATIVE CONTEXT FOR THOSE WHO WANT TO OPEN AN ACTIVITY IN ITALY?

Consistent with the EU standard procedure, the companies are obliged to register and show the annual accounts to the regulation authorities. The inspection of the annual balance sheet is compulsory for the big enterprises. There are no specific controls on the foreign investments. The work week is made of 40 hours maximum and the enterprises must provide about five weeks of annual holidays, for all the employees.

Are there financial subsidies available for the foreign investors wanting to establish an activity in Italy?

Italy offers a wide range of subsidizing programs, many of which financed by EU, in general little used. These include the regional subsidies for the investments in the less developed areas of the country, the measure to encourage the investments in specific sectors and the fiscal allowances oriented to reduce the unemployment among the young people.

The “exit strategies”for the foreign investors

In the case there are companies with other partners it is easy to envisage in the statute, which regulates the relationship among the partners, an “exit strategy” that gives the right to the foreign investor to be settled, for his participation in Italy, at a market value. To have the right means that the Italian Law itself identifies the subjects compelled to buy the shares of the leaving partner. The norm envisages that the refund is carried out within 180 days.
